Job Summary

The Operations Manager is located in the Woodlands, then will transition to Milan the international design office during the EPC phase of the Mozambique LNG project. The positon will transition to be on rotation in Mozambique during the operations phase of the project. The position reports directly to the Asset Manager.

This position will plan, direct and control all the production activities in the LNG facilities including process, utilities, storage and loading to produce and export of LNG. They will provide technical advice and expertise on LNG and associated projects.

They will manage all operational activities safely and deliver set operational targets and objectives in time and within budget.

Qualifications

The successful candidate will have a minimum of ten (10) or more years’ experience in a Petrochemical Processing operations and maintenance, of which five (5) or more years’ experience will be in a multi Train LNG operations. Specific experience and expertise in the following is required:

  • Strong leadership as a unit Production Manager with a minimum of 5 years of experience in senior Operations Management positions Minimum of 2 years’ experience working in a foreign location exposed to project management, commissioning, start-up and operations.

  • Experience working at the Team Leader level on large Onshore/Offshore Oil and Gas production and/or LNG facilities.

  • Expert level understanding of production operations and production process equipment.

  • Production planning experience, preferably within petrochemical processing industries.

  • Sound knowledge and experience of construction, pre-commissioning, commissioning, start-up, operation, maintenance, shutdown and emergency methods, planning and reporting.

  • Experience in LNG plant gas treating, dehydration, liquefying, refrigeration, fractionation, compression, LNG and condensate storage and loading systems.

  • Sound Knowledge of mechanical equipment and instrumentation relating to LNG production.

  • Strong written, oral and interpersonal communications skills.

  • Self-motivated and ability to work with a culturally diverse group of individuals whose skills cover the range required to engineer, operate and maintain the company’s LNG plant and terminal (electrical, process, instrumentation and controls, mechanical and civil disciplines).

  • Experience preparing and administering program budgets.

  • Experience in supervision, training and performance evaluation in a multicultural workforce.

  • Experience with cryogenic equipment and cold temperature effects on piping, structures and other plant equipment.

  • Knowledge of occupational hazards and standard safety precautions.

  • Experience monitoring maintenance activities.

  • Experience in verifying LNG and condensate cargos and processing documentation.

  • Ability to handle large amounts of complex data and incorporate Information Management principles.

  • Ability to read and interpret various types of documentation and drawings including MFDs, PFDs, P&IDs and other complex diagrams.

  • Experience working with engineering drawings/vendor drawings.

  • Experience working with engineering and construction document (data sheets, drawings, technical specifications, etc.).

Responsibilities

EPC Phase

  • Champion the development of a positive safety culture within the Operations Team.

  • Completion of plant operability studies during design phase of the project and champion inclusion of critical deliverables to support operational phase.

  • Play lead role in development and implementation of control of works processes procedures and system.

  • Develop, communicate and ensure application of an operations lessons learnt database for the project Phase.

  • Participate in offsite HAZOP, HAZID, LOPA activities, as needed.

  • Plays lead role in establishing required operations services and supply contracts for Operations phase.

  • Ensures development, review and approval of maintenance procedures is-completed at project ready for start-up milestone.

  • Ensures the completion of familiarization and critical training for related to use of Operations processes and procedures prior to project ready for start-up milestone.

  • Ensures adequate resources and input towards development and implementation of OTS for plant start up and operations

  • Plays Lead Role in development and review of operations and maintenance business processes.

  • Ensures adequate staffing and competency levels for Operations team prior to RFSU.

  • Ensures Off shore/Onshore interfaces are assessed and understood and required procedures and controls and system are in place to address operational interface requirements

    Operational Phase

  • Identify Health, Safety and Environmental (HS&E) hazards, assess and control risks and continually contribute towards the development of HS&E programs.

  • Ensure maintenance and operations activities adhere to and enforce all applicable safety, environmental, security, compliance, quality standards and procedures established by Company, local policies, laws and regulations.

  • Report all accidents, incidents and near misses according to Company Health, Safety and Environmental policies and procedures.

  • Ensure adequate monitoring, control and optimization of production units within area of control.

  • Suggest, install, upgrade and make approved modifications necessary to improve operations.

  • Coordinate routine maintenance with operations personnel to ensure minimal downtime to deliver on production targets.

  • Provide leadership in the implementation of Health, Safety and Environmental Management System and Standards.

  • Identify Health, Safety and Environmental (HS&E) hazards, assess and control risks and continually enhance and develop the HS&E program.

  • Maintain accurate logs of plant activities and prepare reports as required.

  • Ensure adequate performance monitoring and analysis to support proposed operations changes

  • Lead emergency response activities.

  • Provided resources in support of technical investigations and root cause analysis.

  • Continually review plant operations for ways to improve operating costs and production levels and to maintain Company assets.

  • Coordinate work activities amongst all operations disciplines.

  • Generate detailed work records and handover notes to facilitate proper communications between work crews.

  • Ensure or planning, scheduling and execution of work activities in a cost effective manner.

  • Provide guidance for Company and contract personnel in planning daily activities on a routine basis.

  • Resolve issues independently and escalate complicated issues to a higher level.

  • Keep supervisor informed of any activity impacting operating costs.

  • Coordinate an effective work plan in preparation for a planned shutdown and start-up of facility when needed.

  • Support Operations staff in resolving technical problems and in engineering capital projects for plant modifications.

  • Propose changes to operational procedures and process improvements based on observations of facility operating performance.

  • Ensure review gas meters at key production and pipeline points to ascertain correctness of production or gas flow measurements.

  • Review the project deliverables, i.e., the basic engineering, FEED, Pre-PHA, Safety causes, detailed engineering review as per the LNG technology and operations best practices.

  • Provide operational input and oversight for all phases of LNG project and expansion projects

  • Responsible for providing the necessary philosophies, procedures and controls to support the construction, quality assurance, quality control and certification aspects of design, procurement, construction and commissioning.

  • Supervise, monitor and review the planning and implementation of all operational departments’ activities in order to minimize cost of labor and materials and maximize efficient use of resources.

  • Ensure that all production departments are staffed with the skills, knowledge and experience required carrying out production activities in order to achieve set goals and objectives within agreed periods.

  • Provide operational input and day-to-day management guidance to the operations of LNG facilities.

  • Initiate plant and equipment modifications and approved proposed modifications presented by Head of sections to improve efficiency where necessary.

  • Control the development and implementation of detailed planning in the short and long term to ensure the maximum availability of the LNG plant.

  • Deliver on operations budgeted cost and targets

  • Ensure identification and competency gaps closer plans for maintenance organization

  • Ensure developmentof nationals trainees assigned to maintenance organization

  • May be required to perform duties at next level of supervision.

Education

Bachelor’s degree in Petroleum, Mechanical or Chemical Engineering or equivalent is required.

Work Schedule

During the project phase, this position is eligible for a 9/80 schedule.  During the operations phase, this position will be on a 28/28 rotation to Afungi, Mozambique.
